Which buildings are required to report, and by when?

Building owners are required to report their data to the Ministry of Energy by the beginning of July each year. The reporting requirements were phased in over three years, beginning July 1, 2018, with buildings 250,000 square feet and larger.

The implementation phases are outlined below:

Building Category Deadline
Commercial and industrial buildings 250,000 ft2 and larger July 1st deadline for reporting the previous calendar year
(commenced July 1, 2018)
Multi-unit residential, commercial & industrial buildings 100,000 ft2 and larger July 1st deadline for reporting the previous calendar year
(commenced July 1, 2019)
Multi-unit residential, commercial & industrial buildings 50,000 ft2 and larger July 1st deadline for reporting the previous calendar year
(commenced July 1, 2020)

What is the purpose of the EWRB regulation?

The purpose of the new regulation is to help property owners assess their building’s energy and water consumption by benchmarking their usage against other buildings nationwide.

See the Downloads tab for the Canadian national median reference values for benchmarking purposes.

The goal is to identify potential areas for improvement in terms of energy and water usage, as well as monitor building performance and improvements.

Who is responsible for reporting?

Ultimately, building owners (including joint-owners and condominium corporations) are responsible for meeting the requirements outlined in the EWRB regulation.

However, property owners may designate a third party consultant to report on their behalf.

What needs to be reported, and how?

Information to be reported includes general building characteristics, and monthly energy and water consumption data for the previous calendar year. All the data that has been collected for each calendar year must be submitted through the Energy Star Portfolio Manager website.

For multiple-property owners, buildings that are metered separately must be reported separately. Conversely, buildings that are metered together must be reported as one.

Does the data need to be verified?

In the first year of reporting and every five years thereafter, for buildings larger than 100,000 square feet, energy consumption, water use, gross floor area and other building characteristics must be verified by an accredited or certified professional.

As an engineering company holding a Certificate of Authorization from the Professional Engineers of Ontario, Finn Projects is qualified to verify this data for buildings of any size. We have a number of Professional Engineers on staff.
